In assessing Maryland's environmental progress, we must consider not only the bills that passed or failed but also the areas left unaddressed. This "unfinished agenda" represents missed opportunities to tackle pressing environmental concerns and reflects on the legislature's overall commitment to environmental protection.

Key areas left unaddressed include clean energy transition, sustainable climate funding, environmental justice, and building emissions. As we look ahead to 2025, the need for action becomes increasingly urgent. For every year of delay, the urgency to address climate change impacts goes up, and the cost of inaction grows.
