The Moore Administration is Meeting the Moment for the Region’s Watershed

Annapolis, MD (October 3, 2025) – The Maryland League of Conservation Voters applauds Governor Moore, state leaders, environmental advocates and Constellation Energy for their work securing a multimillion dollar deal announced Thursday to help mitigate impacts caused by the Conowingo Dam. This agreement is a monumental win for the Susquehanna River and the Chesapeake Bay.

The dam is an important source of clean, renewable energy for the state of Maryland. But, as it was built decades before water quality or the preservation of aquatic habitats were a concern, it has long been important to the environmental community that dam owners support efforts to mitigate and remediate some of those harms.

To that end, Gov. Wes Moore, the Maryland Department of the Environment, the Maryland Department of Natural Resources and Attorney General Anthony Brown demonstrated stellar leadership in negotiating millions of dollars in important commitments from Constellation Energy, as the company sought a 50-year relicensure.

The Maryland League of Conservation Voters is grateful, also, to Waterkeepers Chesapeake and the Lower Susquehanna Riverkeeper for their tireless advocacy and efforts.

Constellation Energy’s financial commitments will include:

  • $87.6 million for water quality and resiliency projects;
  • $77.8 million for trash and debris removal;
  • $28 million to secure and improve fish passage at the dam;
  • $23 million for the Maryland Department of Natural Resources to build and operate a freshwater mussel hatchery;
  • $18.7 million for studies on how to dredge the sediment built up behind the dam; and
  • $9.4 million to control invasive species and protect the river’s ecosystem.
