O'Malley's budget would freeze state aid to counties, municipalities for FY2011

ANNAPOLIS On January 20, Governor Martin O'Malley submitted his proposed fiscal 2011 budget. It is expected that he will elaborate on and lobby for many of his budget provisions when he gives his State of the State address at noon today.

The Governor's proposed $32.1 billion fiscal year 2011 budget freezes most aid to counties and municipalities and gives state employees more furlough days while relying on Medicaid funds from the federal government to help close another deficit.
