Environmentalists want 'Smart Growth' bill tweaked

Some Maryland environmental groups are demanding changes in an O'Malley administration bill in the General Assembly that seeks to strengthen local growth plans.
The proposed Smart and Sustainable Growth Act would require development to be "consistent" with local comprehensive plans.
A state Court of Appeals ruling last year involving the Terrapin Run project in Allegany County set a lower standard by allowing counties to approve projects they deem to be "in harmony" with local plans.
On Wednesday, three environmental groups -- led by Baltimore-based Environment Maryland -- said the bill lacks provisions for implementation and enforcement.
Erik Fisher of the Chesapeake Bay Foundation said that when local governments ignore comprehensive plans, citizens are forced to settle for a future that is less than they envisioned.
